Are we allowed to make feature requests for latest 4 version and if yes, do I need to post those messages here or in another area of the forum

Sure. You can post feature requests here but it might be better to do it here. Just create a new issue and mark it as an "enhancement" or "proposal". Not necessary to create an account there, but it might be better to do so if you are indeed planning to make several posts.

Yes, like Wanderer said, bit bucket repository is the right place for enhancement tickets, but they can be discussed here as well.
