Create ghost games is disabled.

I am not able to select 'create ghost games' from the preferences window or the advanced menu. The item is always disabled. I am using the version 3.0 final release (28 jun 2008).

If no ghost games are detected in the dat, this option is disabled (like bad dump, samples ...).

I thought this would create a zip file for all rom packages I was missing so I could view them in the rom folder of romcenter.

No, ghost games are games which don't have any specific roms. These sets can be fully created by importing roms from other sets. This is of course unusual and not a normal situation.
