Hi,
in 3.x I noticed that samples are expected to be located in the rom's archive instead of the \samples directory below the root of the emulator.
Is this a global MAME change or is it RC-specific?

It is one of the possibility available in mame. The other is to put all samples in a separate file in a sample folder.
RomCenter 3 will support both solutions, but it is not yet (in alpha 7) fully implemented.
