Romcenter 3 RC1 - Problem with n64 roms
RC doesn't recognize byteswapped n64 roms using the Dat available from NoIntro (20080210). Previous RC recognizes them without issue. Does the n64.dll need updating? I just copied all the console .dlls from my old RC installation over to the new one.

You don't need updating dll.
The nointro N64 20080210 is in clrmame format, and it does not support rc plugin.
What you can do is convert the clrmame format to 'generic xml' format using Logiqx datutil, edit the new file and add plugin=n64.dll in the romcenter tag.
I worked with nointro team and they will adopt the new generic xml format.

Btw, will you be packaging the various console .dll files with the final version? RC only inlcudes arcade.dll.

Yes, all dll will be included, and I will also include various consoles dat.
Next version will also offer the possibility to switch the plugin from rc interface.

I'm not sure if this is a bug or not, but no matter what .rdt file I have loaded, it still shows the plugin arcade.dll being used in help->about->plugin tab and doesn't give any indications that other plugins are in the plugin dir.

It is normal that it gives no indication of plugin. The plugin used is the one given in the datafile.
If you import games list from a datafile with a different plugin, it should be used in rc, and it should appear in the about tab.
You can check which plugin is used in the log windows when you load the .rdt
