Yes, when running romcenter for the first time, it will create those folders:

[list][b]C:\Users\<username>\AppData\Local\RomCenter[/b] : settings and archives. Note that archives contains a backup of all roms removed from your rom paths.

I'm going to necro a 14 year old thread because you don't actually have any official documentation (only a wiki) and there is no record of how to properly uninstall your application. Sloppy.
