[4.0 REQ] Remembering last paths

It would be pretty convenient if RC could remember the last paths (separately) the user selected for:

- creating new DBs location
- selecting mame EXE for creating new DB (the path and perhaps the name of the exe)
- update
- add rom path

So, then the user presses the corresponding buttons (i.e. "get datas from", "save data as"), the default paths would automatically be the ones the user last selected. These paths would be nice if they were saved and restored each time RC is started.
